Head of Marine Aquaculture Division at the Fisheries Directorate of Madeira (Portugal) and Mariculture Center of Calheta. Member of the Board of the Oceanic Observatory of Madeira. Member of the Editorial Board of Journal of Coastal Life Medicine. Holds a M.Sc. in Aquatic Resource Management by University of London and a Ph.D. in Marine Biology and Aquaculture by University of Lisbon.  He has participated in coastal zone management plans, coordinated marine aquaculture development plans and has a major research interest in developing hatchery methodologies for sustainable large scale production of marine species.
